- does not have powers beyond those of a normal human being
- is a human being from Earth
- debuted before COIE
- Is typically considered a supporting character
- is originally from the Earth-1 universe
- is not female
- Is not a supporting character of a founding Justice League member
- is not some sort of reporter
- is in the police force
- Is not a scientist
- Is not a supporting character of a fairly prominent Justice League non-founder
- holds a rank higher than officer
- Is in the police force of either Metropolis or Gotham City - I think - kind of
- Is a police chief

Is your character related to a protagonist? Not that I can remember. has your character lived in Smallville? I don't believe so. I am going to revise the following answer: has your character acted as police chief of more than one city? Absolutely yes, in a big way.
