How about that? Without really remembering I managed to guess all 5 (eventually).
What gives Chameleon Boy away when he is pretending to be one of the Fatal Five?

The Emerald Eye could sense he's not the real member?

He didn't display the powers of that Five member? Kind of, yes and no. Keep trying. The Emerald Eye could sense he's not the real member? Nope, apparently had the eye fooled.

He had a copy of Persuader's Atomic Ax, but it couldn't cut through anything?

He impersonated Tharok but couldn't do cybernetic-y stuff? Still no. I will add that he had the rest of the Fatal Five fooled for quite a while until something changed and gave him away.

I'm struggling to think how Cham could successfully impersonate the Emerald Empress or Validus...
And other iterations of the five weren't there long enough for an impersonation, so I'm thinking it was the original five...
Did another Legionnaire give Cham away?

Tharok couldn't mentally control him?

He impersonated Mano but his hand didn't disintegrate what he touched? Giving this one to Chaim. This was in "The Fatal Five who Twisted Time" in Superboy #198. The Five are mounting a split attack on the Legion both in the 30th Century and the Superboy's time with a mysterious Time Twister device that will (somehow) make the Legion never exist if they can't stop it in time. Mano is with the 20thC team and is seen to disintegrate rocks and stuff but later he thoughtlessly leans against a garbage can which doesn't disintegrate revealing that he is actually Cham using a disintegrator disk Brainy whipped up which has apparently run out of power.

New question later.

Which villain did Legionnaires encounter in one issue and allow to depart from them in peace...only to face him or her as a villain again in the very next issue?

Lightning Lord is the correct answer! Allowed by Garth and Ayla to depart their parents' memorial in peace in Superboy # 207, he turned around and, as a member of the Legion of Super-Villains, antagonized the Legion in Superboy # 208.

When Chuck Taine is beset by criminals what skill does he use to defeat his opponents when he no longer has his Bouncing Boy powers? (I can only think of one such incident but I may have missed others.)
