It IS cut his hair!
Superboy and Mon-El are sent for a lock of Mxy's hair who is happy to help if they manage to get it off themselves. Clark tries but the scissors keep on changing shape.. .when he does manage to take a snip, Mxy has made his hair as invulnerable as Clark. So Mon-El pulls Mxy's hair plugs off - thus securing their part of the mission... TO BUILD A WITCH'S CAULDRON for Miss Terious!

I thought the cauldron was made of iron that Cos pulled in from a meteor, and the lock of Mxy's hair was just a necessary element of the spell.

Nope.
Maybe Brainy does rule out certain Legionnaires more often, but when he was forming the team he specifically ruled out this one Legionnaire - without giving a reason. He just said "bring A, B, C and D, but not E!"

Nope. In the instance I am thinking of, Brainy publicly announces a mission to the Legionnaires; the Vi/Yera storyline was a bit on the hush-hush side.

This was a "public" mission and the announcement was made for all to hear, and Brainiac 5 specifically said NOT to bring this Legionnaire along, while specifically naming others to go.
