I think CMK has it with Blue Jay! Wow lucky guess! Well not totally lucky as I thought it was probably Reboot Legion and picked someone whose character might have uttered such a threat so ... still lucky.
A nice application of knowledge too, though! and you're right, not many Reboot Legionnaires would have said something like that.

During the Armageddon 2001 crossover event, Waverider is peering into various heroes possible future timelines to try to find if one of them becomes Monarch. In Justice League Europe Annual #2, he finds the JLE, in the future, scattered across various different eras from the distant past to the far future due to an accident involving a cat, a spying bionic eye and a time machine. Blue Jay appears in the early days of the Legion during a tryout day and is immediately recruited as a teleporter. Once revealing his true power, "shrink and grow wings", the founders consider the possibilities ("Shrinking Violet with wings", "worse than Aphid Girl", "one is enough if you ask") and decline his "application" giving him a consolation prize of a flight belt ("What am I supposed to do with this?"). Meanwhile Waverider figures out the cause of the accident and scares off the bad guys involved with merely a look meaning that the whole thing never happened.
