I am pretty sure Chaim is correct for the Reboot, but in case Thoth is referring to the original Pre-Crisis 20th Century version he was a cleaner at a museum that included statues of the Legion when ... er ... some radiation? Kryptonite? ... reflected off the statues and gave him all their powers. Something else like that. Damn I only read it last year. He had previously become the composite Superman/Batman in a similar way before losing his powers and memory.
(Now I so want to look this story up. Someone please answer it so I can without a guilty conscience.)

Lightning striking the Legionnaire statues in the Superman Museum turned janitor Joe Meach into the Composite Superman, which was made possible because the duplication machine which created them left traces of their powers in the statues. This process was later duplicated by the alien Xan, who became the second Composite Superman before changing his name to Amalgamax.

I figured we were talking about post-boot, since he was being referred to as "Composite Man." The pre-boot version was properly called the "Composite Superman."
Not counting his appearances as a member of the Legion of Super-Villains, the Hunter's (Jr) quarry was, on two distinct occasions, a Legionnaire. Which Legionnaires were these?
