Um well, depends on whether you want separate entries for Wildfire and for his two component beings, no? I think that's the issue/question that you are raising, rather than whether Atom'x should be counted as honorary or not.
But if Atom'x and Blast-Off are the same as Wildfire, then why bother listing Atom'x and Blast-Off separately? Furball does not get a separate entry from Timber Wolf. Why should Wildfire/Atom'x/Blast-Off be treated differently?

Jahr-Drake Ningle & Randall Burroughs (aka Drake's brother) are different characters and a different Wildfire. Timber Wolf aka Furball aka Brin Londo are the same character. But, that's just my reading… everyone is free to make their own membership list!

The only issue I have with that is, you're saying Atom'x became a Legionnaire as the new Reboot Wildfire. So... why should Blast-Off and Atom'x be listed separately if they gained membership as Reboot Wildfire anyway?
And if Atom'x and Blast-Off are different from Wildfire... then we've already established that Atom'x wasn't explicitly listed as getting honorary membership. And if they are different, then Wildfire's membership cannot be used to say that Atom'x was also a member..
Oh, and Reboot Atom'x shouldn't be considered Wildfire's brother. Different boots, different characters, and no family relationship confirmed in the Reboot.

I want to get a little ahead of this, so this is what I've come up with so far for the first Legion era (I'm going to tackle each era individually this time to avoid the problem that I had before about not having wiggle room to make significant changes). I'm adding powers as that seems to be a key Legion identifier. Let me know if you would describe anyone's differently. I still don't want to list whether anyone is deceased/retired/etc. as all of that is subject to change at the whim of a creative team (Ferro Lad with Shadow Lass in Batman ’66 Meets the Legion of Super-Heroes, for example).

Did a quick look over but i noticed nothing needing changing. Really looks good! The only thing i can even Think of is maybe Fortress Lad who went on to become their first HQ but even then he is a really iffy one. Really nice a lot of hard work and research done.

Possibly agility for Timberwolf powers? It distinguishes him from the speed/strength of the others.

I actually had that as his power and then used the description they had for him in the last incarnation of the book. I'll add Agility and remove "Claws" - that seems like an unecessary retroboot addition.

Legion of super bloggers provided this image. That's from v3 #59. However, it might be that the person in question is actually a Giffen version of Triplicate Girl. A statue that's probably this person turns up in v4 #10. It looks to be another view of the statue that appeared with Ferro Lad and Superboy (take that Crisis!) in v4 #3. My guess is that all of these are Trips. No mention of her on the v4 #3 memorial either. She's not a statue in v4 Annual #3 either. v3 #59 *does* have a statue of Proty indicating that non members *could* be in there. The cover of v3 #59 has her as one of the ghosts or statues. As lots of these characters died after Lyle and Condo, it's open to argument if they got statues. No mention of a posthumous membership change in Who's Who entry or in 2995 Sourcebook timeline. She's not a statue in v 3 #31 (Kara is there - take that Crisis!)

Shortly after Sept 1963's Adventure #312 when she sacrificed herself? It's a bit classier than, after the death of Karate Kid, the statue supplier saying that they've got a minimum order requirement and that the Legion will have to order in a few dead reservist staues to meet the criteria.

I have Proty (aka Proty I) as revealed to have been a member in LSH ANNUAL #3 (Aug 1992), and Proty II as revealed to be a member of the [Adult] LSH in SUPERMAN #165 (Nov 1963). Maybe someday Koko will be allowed to join… never thought of the "Pocket Universe" Superboy as a separate Superboy… hmmm… Different interpretations are fun to read!

Is the Proty I revealed to have been a member in Annual 3 because that was when it was revealed that Proty I was really Garth? Therefore was really Lightning Lad, and a member, all along? It was one of the issues I skimmed when looking for statues. I didn't see Porty I explicitly see anything saying Proty I was a member there.
