Sensor and XS (big hint: one correct here!!!)
clue:
1) this happened in the same instance, as the two were sharing a meal; both were active Legionnaires then
2) both were female

Yep! Strangely enough, the plan wasn't even to keep him trapped - it was to make him (and four other Legionnaires) expend enough energy to escape so that the Fatal Five could draw on it to escape their extra-dimensional prison!

CMK has it! When they were trapped in the 20th century, Gates and Ultra Boy at first disagreed on whether homeless people should be forcibly relocated/evacuated to a shelter. With Ferro's help, they ultimately decided that the homeless should be allowed to choose whether to move into the shelter themselves, but that they could help by volunteering at a local soup kitchen. Hilariously, both were oblivious to the fact that Gates' alien appearance was terrifying the soup kitchen staff and visitors.
