This is getting really tricky. Boss Moxie appeared late last year but is associated with Intergang. Morgan Edge is also associated with Intergang and hasn't been seen since 2011. Paul Westfield worked for Cadmus which is a government project and hasn't been seen for years. Steve Lombard is a foil but not a villain and seldom wears a smart suit.
Perhaps Vandal Savage? Immortality might not be considered a super-power.

For those who don't recognize the name, I also would have accepted "terrified guy running towards the reader on the cover of Action Comics #1"!
After kidnapping Lois Lane in Action #1, which leads to his having his car wrecked by Superman, he reappears in Roy Thomas's retelling of the story in Secret Origins in the 80s, and then made a recent appearance in Action #1000, where he gets his car fixed and reforms or something.
