I'm not aware of this character ever being shown as specifically carrying a weapon, but it would be natural for him to do so.

--probably would carry a weapon, but I'm not aware that he has ever been depicted as doing so.
--debuted prior to Crisis.
--has made an appearance within roughly the last year, but does not regularly appear within current DC Books
--is primarily associated Superman, and has never fought any other superheroes.
--is based in Metropolis.
--does not operate primarily in Gotham, is not part of the Flash's Rogue's Gallery, and has never been in the Suicide Squad.
--is not Lex Luthor.
--is not the Toyman.
--is not the Prankster
--is not General Lane
--is not Metallo.
--is not a scientist.
--does not work for the government.
