While there's little doubt that the Shenanigans Club would have been playing in the crashed rocket, it wasn't actually seen on panel.

Just lucky that I reread the story recently.
After the Legion's original HQ is wrecked and abandoned but before the Substitute Legion take it over, two criminals break into it by pretending to be Legionnaires. (This story appears later as an untold tale.)
Which two Legionnaires were they disguised as?
