It is indeed Hal (Air Wave) Jordan!
He's not someone I would immediately think of when thinking of sidekicks, but he does have a lot of characteristics of a sidekick in his early appearances where he's being trained by GL and friends.
He had some solo stories in Action Comics, but I think he's best known for the early stories where he's part of GL's cast or for later appearances as a background character in other books.
And he was a member that classic DC super-team The Captains of Industry, who apparently showed up in a late 80s issue of Firestorm.

interesting how so many Hal cast members seem like sidekicks but aren’t, and have blossomed into obscure careers of their own. Tom Kalmaku fit the same clues Air Wave did

I kind of figured that we'd get it to being GL'S sidekick, then Tom Kalmaku would be the first guess. I could definitely see how the clues could be pointing to him.
