I think that's good enough for me. His name was Kritter and he was a gadgeteer. At one point he made a voice box and he spoke English through it, hence that part of the answer. He also seemed to be a bit stronger and a lot tougher than normal folks.

Tao Jones got a throwaway mention in one of those post-Infinite Crisis Justice League issues. She and Penny and Baby Boom (I think) also appeared in that Wonder Woman story with the all-female villain army led by Circe!
Big kudos to EDE for the assist in figuring out that the team was Helix!
