Yes

Summary: Not female and someone who is a superpowered, native English speaker even if it's not often used say in bank robberies which come as little surprise to those familiar with the character.

No. Nice question for this one.

It's undetermined

Summary: A not female and possibly not human character from Earth, and someone who is a codenamed, superpowered, although not magically so, costumeless native English speaker even if it's not often used, say in bank robberies on Earth (where the character has been based not before Crisis and not after Crisis, but before Zero Hour)which comes as little surprise to those familiar with the character, as the character is not a superhero.

Is this character's being a human being from Earth undetermined because, even though they are clearly from Earth, it is not clear whether they are a human being?

Did this character originate on the New Earth that emerged towards the end of Crisis, rather than on one of the Earths that existed prior to the Crisis?
