Was this character part of an inter-planetary organization such as the Green Lantern Corps or the Darkstars or L.E.G.I.O.N. or similar?

No.
Was this character part of an inter-planetary organization such as the Green Lantern Corps or the Darkstars or L.E.G.I.O.N. or similar?
It has been implied that the character is a member of such an organization, but that fact is a bit obscure.

I'm actually surprised you guys are struggling so much with this. I was afraid after the first set of questions it would go really quickly.  Is your character based in the present time of the DC universe at the time of publication?

My character:
--If gay, would not like to date Captain America, aka Chris Evans, and not because of any personal grudge against Chris Evans or his role as Captain America
--Does not have powers beyond those of a normal human being
--Is a human being born on Earth
--Has been based away from Earth-1
--is based in the present time (relative to time of publication).
--is not a super-hero nor super-villain
--Did not debut before Crisis, but did debut before Zero Hour
--Debuted in a book that usually features two heroes, and is not a solo or team book, because it a Superman team-up book, namely DC Comics Presents
--has appeared in comics other than this issue of DC Comics Presents
--was presumably born in the USA, but did not live in Metropolis at the time they were introduced
--does not work for a governmental or inter-governmental organization
--has been implied to be involved with an interplanetary organization like the Green Lantern Corps or L.E.G.I.O.N., but this is a somewhat obscure fact.
--has never had an adventure with the Omega Men.
--has never met Hawk and Dove, though likely knows who they are.
--is not connected to the Batman, did not debut in a book starring Batman, and did not debut in Detective Comics, nor any other book that typically stars Batman, even if Batman did not appear in that particular issue.
--was introduced in a issue of DC Comics Presents that featured a single character as guest-star rather than a group
a. this guest star did not debut prior to Crisis on Infinite Earths
