Sorry I forgot to check this thread yesterday.
It is Woozy Winks. In his first appearance he had the power that nature protected him from all harm (he had helped Father Nature). He initially turned to crime and fought Plastic Man. Over time he became Plastic Man's comic sidekick and his power was forgotten.
