It *is* Tallulah Black!
I think the "Gotham" bit threw people off, but the "new 52" Jonah Hex storyline was set in 19th century Gotham, and I believe Tallulah was there through much of the story.
Also, she's a bounty hunter, which in the real world is often overlaps with private investigation, but isn't really the same thing.
While she hasn't appeared in an animated version, she has appeared in live action, sort of, in the Jonah Hex movie, as Megan Fox's character was loosley based on her, albeit with pretty much everything distinctive about her eliminated.

My character is male. If my character jumped from a tall building, people would likely worry that he can't fly...although depending on the circumstance, they might be wrong to think so. I am not aware that my character has made any concerted effort to discover Superman's secret identity. My character is part of the super-hero genre.
