Does this character say a special word to activate her powers? No. does your character have powers beyond those of a normal human? No. Has your character spent a lot of time in Gotham? IIRC, my character *has* spent a fair amount of time in Gotham. No. Is your character a human being from Earth? Yes.

--is Female
--is a human being from Earth
--fights crime, but not in a costume.
--has no powers, whether needing a special word to activate or not
--is an expert hand-to-hand combatant, but not a martial artist
--has, I believe, spent a significant amount of time in Gotham
--does not use Zeta Beams for travel.
--is not Maggie Sawyer

Is she a private investigator? No, not really. If I were John Charles Daly, I might point out that what she does may be described as "private investigation" in a very wide sense of the term, but she's not a typical "P.I. character".
