I assume male because you said "who could be assumed identities of Valor to some fan/typical UP citizen". Also, the only likely female candidate for such a thing was Andromeda, whom you already eliminated.
But given your most recent statement, I'll guess Sensor, maybe? I don't recall how well-known her power set was to the general public, but she certainly could make it seem like she had any number of different powers and/or appearances. (and Chameleon was already eliminated as well)

Valor/M’Onel encountered XS first, and Andromeda was the second.

Oh yes. Kid Quantum I was posturing after having caught Tangleweb in his stasis field... only to have Apparition rescue him from being webbed. She then suggested the code name Sitting Duck, and asked him to learn how to work well with others. Sadly, he never got the chance to consider the code name or Tinya's advice, dying a scant half-dozen or so pages later...

It's unusual in it's suggested that the chronal energy is built up over a long life. Normally, in these things, chronal energy is syphoned making people elderly or killing them outright. Why, I was just reading one last week...

It may have been the Reboot that tried to change the rules. Give people chronal energy to make them older, take it away to make them younger...
