I have an unfair advantage here, as I have been using Dr. Mollie Dennum in my Legion fanfic!
In a documentary on the legend of Valor, some interviewees listed three Legionnaires as their suspects for being Valor in disguise. Who were these three?
(not counting the Elvis Presley look-alike who claimed HE was Valor!)

your clarification is correct!
so, think of current Legionnaires who would make sense, who could be assumed identities of Valor to some fan/typical UP citizen
neither Andromeda, Kinetix nor Saturn Girl though
