Pre-Crisis, the person was a boy named Zarl Hendricks, I think. Post-Crisis (5YL) the person was a green-skinned girl whose name I forget. Though it should be remembered that that depiction was in the fever dream of a pain-addled Dirk Morgna, so might not have been 100% reliable.

Nope, it was not the Time Trapper's Iron Curtain.

It was a Legion book in which the appearance I'm thinking of was depicted.

Not that I'm aware of.

I'll throw a hint: its appearance was in a story set in the late 20th/early 21st century. And it's a contemporary existence of the substance, not a sample of it brought back in time by time-travelling Legionnaires.

It was used by the villain or villains of the issue

It was in LSH v4 Annual 2, the Valor origin story, in which the Dominator leadership caste used an inertron shield to try and stop Valor from getting to their escape rocket.
