I liked how Dirk was originally introduced as a victim in a case the Legion was called in on, and it seemed like there would be time to develop his powers and story gradually leading to Legion membership. But then they went and did an end-run around that.
I see the first Dirk story as a sign of Mark Waid's hands on the tiller of the early post-boot Legion, and the second Dirk story as Roger Stern's.

Not that she wanted to be. it is pretty telling though, how got a membership offer and Inferno never did

Ibby has it! In the backup story to Superboy and the Legion #230, Chuck gets his powers back while beating the LSH HQ security system with Dvron.
Good guesses though - one wonders why DD or Imra wouldn't have picked up on it

That issue also made me wonder. When Dvron pulls a blaster on Chuck, his dialogue makes it seem like he KNOWS it is Chuck. So... what gives? Does Dvron just really like shooting people?
