Chaim has it. Cos woke up in Titans Tower after he was defeated by Brimstone in Legends. I believe it was the first time a Legionnaire set foot in the Tower before Kon-El's dual tenure.

Correct! Scavenger used it to take out Invisible Kid and Ultra Boy in separate shots. He then used the Philosopher's stone to transmute the air around Superboy (Kon-El) into inertron, and the air around two of Triad's bodies into gold and birch respectively. He trapped Chameleon in crystal, Violet in an ammonia cloud, and Leviathan and Triad's third body in tar. Not bad... Of course, Chameleon broke through the crystal, and Triad's free body caught the Philosopher's stone when he dropped it, ruining his victory.
