Hint: it was not in a Legion book, in fact, the image of Superboy wearing that costume was the only appearance of Superboy or the Legion in that entire series.

Correct! It was one panel in Kingdom Come, which mentioned that when the world turned darker, many heroes left for other worlds or other times, and showed an image of Superboy and Supergirl in the Legion, with Superboy wearing the Legion uniform presented to him in Superboy # 45.
