Wow. I've really been racking my brain to think of someone who fits the clues. Since my brain isn't cooperating, I'll continue with this tactic.
Did this character first appear before Superboy/Legion #230?
nope I was surprised this character appeared before Superboy/Legion #250 because their major stories for me appeared later

is a male villain who has worked with more than 1 villain (and hero, when he needed to)
has never joined the LSV
has probably killed someone (but I don't have the issues in front of me) but didn't kill a key character
has appeared in multiple stories
not appeared PostBoot, appeared after the Adventure era and after Superboy/LSH#230 but before the 5 year gap, Great Darkness Saga
In fact, he first appeared between Superboy/LSH #222-250
has never been depicted with superpowers (but may still have them)
is NOT Magpie, Benn Pares, Horldur
