Hint: The first part has to do with Horn's family. The second has to do with obvious reasons why exchanging identities with a prisoner (or anybody in a significantly worse situation than yourself) is a bad idea.

Horn was blackmailing Dyce. Dyce switches places. But Horn is killed on the outside, trapping Dyce. Dyce then escapes and becomes a hunted fugitive, but really he's a good guy.

Dyce was approached by Horn's family because they knew Horn was innocent, but could not prove it?
and Dyce ended up dead? Nope. Though Dyce did eventually die, it wasn't for another fifteen issues.

gah...what was it... something daft...does Dyce come and go from the prison to fight crime?
So, he's impersonating a prisoner, but comes and goes through some means. Either a tunnel/ in collusion with the warden or he's part of Arkham's revolving door policy.
Horn's wife is his sister? But they look close enough to fool prison guards, so that's creepy... Are Horn & Dyce related?

You know, I'm just going to give it to you, because at least you've got #711's schtick sussed out
The story is that the police are on their way to arrest the "criminally weak-minded" Jacob Horn, he begs his lifelong friend Daniel Dyce to take his place so that he can be with his pregnant wife, at least until the baby is born, and he promises that he will turn himself in. Would Jacob keep his bargain, or is Daniel just being gullible by agreeing to take his place? We never find out, as Jacob is killed by a hit-and-run motorist while on his way to the hospital! So Daniel is stuck in prison, unable to prove his true identity. But then he digs a tunnel out of the prison so that he can sneak out at night and fight crime as a caped mystery man using information that he gains through the prison grapevine. Among his trademarks is leaving a calling card of a mirror with bars painted on it, so the bad guys can see what they will look like in jail!
All this can be found in the pages of Police Comics #1, which for some reason is better remembered these days for the first appearance of Plastic Man, Phantom Lady, and the Human Bomb!
One cool bit about #711 is that he is probably the earliest starring super-hero to have been killed. His death in Police Comics #15 is observed by the hero Destiny, who avenges him as well as replacing his strip.

Since putting on a costume and taking the law into his own hands would probably apply to 99% of super-heroes, I'll say... >cough< that's exactly what he did. There was a particular change from his stoic FBI character I was aiming for. But if no one get's that, then you totally win.

Ibby's close enough to get it, although clearly Murphy has desires to expand both his personality and dress.
Straight-laced, respectable Murphy knowns that the criminals must be beaten. But how to do it without risking those he loves? He's probably seen the flimsy domino masks that were all the rage in the Golden age. He doesn't trust those. Nor does he have any powers that would make a change in eye wear or hair style work for him either.
So he dresses as a comic stereotype, calls himself Chauncey Throttlebottom III, and fights crime as... the Vagabond!
