It *is* Zyklon, the Nazi super-speedster who worked with Baron Blitzkrieg! Probably most famous for the role he played in the death of Liberty Belle's associate Tom Revere.
I was actually surprised that he apparently hasn't appeared since All-Star Squadron. He seems like a natural character for Geoff Johns to have used.
He first appeared after Crisis #1 was published, but before Crisis had any effect on A-SS, so I wasn't sure whether he should be labeled "Pre-Crisis" or not.
His occupation is listed in Who's Who as an "intelligence agent", but it's not clear whether he work in military intelligence or for the S.S. or civilian intelligence.
And while I think it's fairly likely he may have received a medal for "super-heroics" from the Nazi government, he is definitely not someone who should be describe as a "super-hero".
