That's it. Wildfire had families mentioned but we never actually saw them. And Star Boy's Legends of the Legion spotlight started with him leaving the Amazers to join the Legion, so no parents appeared either.
Many of the other Legionnaires only had one parent appear on screen, but enough to justify their exclusion.

Correct. Ultra and Princess Projectra traveled back in time with their kids (well, Jo's kids - they were clearly Tinya's and Jeckie was referred to as his second wife).

It was around issue 9 or 10 of the post-Infinite Crisis series. I know Brainy also gave up his ring for Booster's sake on another occasion, but without Rip Hunter's involvement.
