It is not Aquaman or Batman Was your character a member before the Legends/JLI era? He was not a member of any Justice League prior to Legends. Is your character a scientist? I would say no, though you could argue he does have some scientific aptitude.

It's not Captain Atom, but it is Wally West!
The nephew of Iris Allen, Wally West underwent the same accident that gave The Flash his powers and became known as Kid Flash. He founded a group known as the Teen Titans, and stuck with them for a while until the Flash was believed killed in Crisis. He then temporarily took the Flash's place and even joined the Justice League. Eventually the real Flash returned, and Wally faded into semi-obscurity.
(I kid, I kid! I wanted to try a pretty ubiquitous character and see if it took equally as long to guess who it was. I also wanted a character who the answer to most everything would be "yes").
