The few possibles I come up with are:
Kid Quantum I (James Cullen) Magnetic Kid (Pol Krinn)
but then just posting this may bring out their hardcore followers to say Nuh UH!
PS: what's your definition of the term fan favorite anyway?

Hmm... I actually like Kid Quantum quite a bit (the pre-Zero Hour version, that is). And I think Pol had potential if he hadn't been killed. As far as I'm concerned, "Fan favorite" means that MLLASH and I both like the character. In which case, I believe Kid Quantum at least qualifies.

I can tell you *this fan's* not-favorites;
Superboy / girl / dog / horse / geyser-person. I don't like any of the Kryptonian superfreaks. IMO, they detract from the rest of the team, both in their popularity and in their power-sets.
People like Laurel Kent and Power Boy end up being seen as useless becase Superprat can do what they can do, *and* seventeen other things.
Otherwise, Comet Queen. She just bugs me.
For villains, R'as Al-Ghul. Talk about a mismatch. 'I can whistle at a frequency that makes Durlans collapse into fits!' What the heck was that all about? Lame, lame, lame attempt at making him able to fight people *way* the hell out of his pay-grade. This is an arrogant old fart that got his useless butt *killed* repeatedly by some rich tweako with no super-powers and a code against killing who likes to dress up as a flying rat. R'as has got no business pretending he's in Darkseid or Mordru's league.
Grumble, mumble, get the hell off my lawn, al-Ghul!

PS: what's your definition of the term fan favorite anyway?[/b] I always liked Pol. It would have been very interesting to see him grow out from under Rokk's shadow but TPTB didn't give him time to do so. As for KQ 1... boo! hiss! Talk about trying to fit a square peg into a round hole! He wasn't TOO bad when he was playing the part of the Soul of Antares. But I didn't find him to be all that interesting even then. Worst of all was rebooting him into the role of being the FIRST Legionnaire to give up his life! That was a slap in the face of all long time Legion fans. And don't get me started on KQ2

And here I always thought it meant they were charter members of the Most Obscure Brigade. (Or is that only when Lasher, you and me like the same character?)

Most Obscure Brigade = M.O.B.
Sounds like a great Legionesque name for a kick ass team!

The other day, when I was tired of taking notes in class, I distracted myself by making a list of 20 Legionnaires that no one misses. Here it is:
1. Blood Claw 2. Catspaw 3. Celeste Rockfish 4. Command Kid 5. Computo 6. Devlin 7. Dragonmage 8. Firefist 9. Flederweb 10. Gear 11. Kid Quantum I 12. Kono 13. Magnetic Kid II 14. Magno 15. Monstress 16. Sensor 17. Spider-Girl 18. Superboy II 19. Thunder 20. Veilmist
I might be wrong about Devlin, Kono and Celeste. The inclusion of Command Kid is cheating because he wasn't an authentic Legionnaire. "Superboy II" refers to the Pocket Universe version, who I was thinking of as a distinct character from the original pre-Crisis version. And I consider Sensor to be a different character from Projectra. Also, I didn't include any characters who were Legionnaires only during the Five-Year Gap. If I did that, this list would be twice as long.

I'm in the M.O.B.! In fact, I like to pick out obscure characters and draw exciting new images of them and plaster their image all over Legion World, ensuring a new popularity for them!!

I agree with everyone on Tim's list except Kono. I actually liked her and thought she was way more interesting than Phantom Girl ever was.

I thought Kono had some fans-- I included her just because I couldn't have gotten to 20 otherwise.

I've been re-reading the 5YL period, and I'm finding myself liking Celeste Rockfish quite a lot. Veilmist, too. I utterly despise Kono.

I miss many of the people on Sir Tim's list. Let's see... Fourteen. There are fourteen characters on that list I enjoyed reading about and would be glad to see again. Fifteen, depending on how one addresses Sir Tim's disclaimer about Superboy. When I'm the king of the universe I'm putting them all back in the Legion.

I may be alone, but I thought Thunder was a great concept for the Legion, she just needed a personality more like that in her first appearance (POS Annual) and a decent storyline. That Rock of Eternity stuff just didn't cut it.
I thought the writers of the time wasted some great potential.
Could be interesting if her Dead Earth timeline was still out there and she tried to come back into *this* continuity.
nah....

Thunder had potential as a "reverse-Superboy/Supergirl", coming from the future to adventure with the team rather than the past. I don't think that potential was ever realized, however.
I don't consider the Khund Legionnaires to have been "authentic Legionnaires" any more than Command Kid was, though Veilmist I think is generally well accepted, and Flederweb has some supporters.
Spider-Girl rocks, however!

Oh, and my nominee for non-fan favorite:
Dream Boy.

Count me in as big fans of Devlin, Flederweb, Veilmist and Spider-Girl. I never could stand Kono. But I definately dislike these the most: Sensor, Monstress, Thunder. But when I read Teed's first post here, you know who I thought of for some reason as *the* not-fan-favorite? Porcupine Pete. I don't know why. Porcupine Pete just sucks!

I completely forgot about Dream Boy (and it seems as though Mark and Barry have done likewise).

Spider-Girl rocks, however! I have to admit that I haven't read all the issues in which the Khund Legionnaires appeared. Did they join the team under false pretenses?
Spider-Girl is a pretty cool character, but for the vast majority of her existence, she's been either a villain or a non-member ally. Her tenure as a Legionnaire was so brief as to be almost nonexistent.

Not exactly false pretenses; they joined the Legion for one zombie-related crisis, at the insistence of the Khund government, and then when it was over, the Khund government rescinded the whole thing.
And Spider-Girl was practically a founding member compared to Bloodclaw, whose tenure as a Legionnaire I would compare to the reboot Kid Quantum I, only less impressive.

I actually liked Celeste Rockfish. She was interesting AND a GL. I thought the Legion needed a GL.
I loved Kono. I like the amazon culture she came from, etc. She was just cool. I can see a new version of her joining. Maybe with just super density powers.
Magnetic Kid II I did like. Catspaw and Dragonmage had great potential.
I'm also not a big fan of the Superboys/girls/dogs/Mark Waid's mailman stuff. But I did enjoy Kon-El as a member.
Flederweb and Veilmist I loved. Reminded me of the Khund versions of Spider-Man and the Scarlet Witch or something.
Gear I loved.
Monstress, Thunder? eh.

I liked Monstress...
From what I saw of Catspaw, I was intrigued. Dragonmage was also intriguing, but there was a lot about him that set me off.
