Hints:
Character 1 - a very glaring omission, if you review the list carefully
Character 2 - did not have own bio. Almost always seen with another character already guessed

Here is the full list of characters on the poster (not in order), and a link to the poster itself: 1) Cosmic Boy 2) Live Wire 3) Saturn Girl 4) Apparition 5) Triad 6) LeVIathan (Violet) 7) Sister Andromeda 8) Invisible Kid 9) Brainiac 5 10) Chameleon 11) Kinetix 12) Ultra Boy 13) Spark 14) Monstress 15) M'Onel 16) Ferro 17) Thunder 18) Magno 19) Umbra 20) Sensor 21) Tenzil Kem 22) Chuck Taine 23) Lori Morning (as Slipstream) 24) Shvaughn Erin 25) RJ Brande 26) Marla Latham 27) Wildfire (as a blob of energy) 28) XS 29) Star Boy 30) Element Lad 31) Gates 32) Koko (on Brainiac 5's shoulder) Some notes: Thunder (who joined in LSH 110, cover date December 1998) appeared on the poster despite joining after Kid Quantum II and Karate Kid (Legionnaires 60, May 1998). Monstress' inclusion on the poster spoils her future membership. Among the non-Legionnaires who helped out against Mordru, she was the only one to appear except for Sister Andromeda, who was a former Legionnaire herself. The others who helped out against Mordru, and survived the battle, were Kid Quantum II, Dragonmage, Lady Mysa, Particon and Radion. Lori Morning appears as Slipstream, the female in the top right corner of the poster. She would later use the H-Dial to change into Slipstream in Legionnaires 53. Between Magno and Tenzil Kem is a yellowish blob of energy. This would almost certainly be the future Wildfire. The future Wildfire's creation began in Legionnaires 49-50 with the deaths of supporting characters Atom'x and Blast-Off, and this blob could be their remaining energies. All living past and present Legionnaires appeared on the poster. Of the non-Legionnaires and support staff, only RJ Brande, Marla Latham, Shvaughn Erin, Chuck Taine, Tenzil Kem and Lori Morning (as Slipstream), plus Koko, appeared. Inferno (of the Workforce) was left out despite at the time being stranded in the 20th century with several Legionnaires and Shvaughn Erin. Rond Vidar and Proty, both fairly visible supporting cast members, were also omitted. Tellingly, Rond Vidar had appeared in Legionnaires 35 and was shown defending Legion HQ from an attack alongside Marla, Shvaughn, Chuck, Tenzil and Lori.

Not Chemical King.
Hint: This character is the one that is most important to the plot.

We have a winner! Somehow, Superman gets stuck in the 30th century because of him and Superboy both being there (which isn't supposed to happen), and they have to fix it by crashing into each other at super-speed or something.
