I don't remember that story, but there was a rumor that in a deleted scene from Infinite Crisis, the Secret Society of Super-villains initiated new members by having them dine on Peter! Signalman, Getaway Mastermind, and Dr. Spectro would all die from the poisoning!

It really shows how low DC sunk between the first and second Crisis. In the original Crisis, there was that deleted scene where Peter the Puffer Fish actually helps Metamorpo, Tomahawk and Element Lad fight off the Royal Flush Gang, and even cracks a hilarious joke about the winning hand being a "pair of fins". Classic Wolfman & Perez!

When Grant Morrison took over the Justice League, he intended to have the Ultra Humanite replace Snapper Carr's head with a goldfish bowl containing Peter.
It was rejected by editorial, as it was when he had tried to use the same story in Doom Patrol. There, it was the Brain who switched Niles Caulder's head with Peter.

Peter's mind was actually switched with Snapper's for a while. That was around the time he struck up a relationship with the Cheetah. And also again when he became the Star Tsar.
