The consultant was called in twice, in one appearance the condition was strictly not mental. In the second one, the condition was not mental but had some mental effects.

You got it! It is indeed that doctor, Dr. Mollie D'enum (I can't find her name online so I probably misspelled it). She would appear again in Legionnaires 76 to help build Wildfire's suit.
