I thought EDE's Star Sapphire guess would be right...

10. Two Face - From that great JLA cover.
11. Cheetah
12. Despero - that L-Ron possessed thing.
13. Catwoman

3. Doctor Light
4. Tasmanian Devil
5. Flash
6. Superman
7. Fire
8. Blue Beetle
9. Booster Gold
10.

Hints:

Of the missing four, one is female and three are male.

One is a hero in the "real" continuity (at the time this was published).

Two of the four have been members of a Justice League in the "main" continuity.

Let's talk about associations:

Two of the four are associated with a certain emerald ring slinger.

Another one of the four is associated with a speedster.

The last is associated with a certain detective.

King Shark is probably the closest guess among the "not correct" characters.

Not:

Crimson Fox
Elongated Man
Rocket Red
Lionheart
Maya
Wonder Woman
Batman
Hal Jordan
John Stewart
Guy Gardner
Martian Manhunter
Ice
Hawkman
Hawkwoman
Big Barda
Mr. Miracle
Aquaman
Gypsy
Dr. Fate
Captain Atom
King Shark
Nightwing
Animal Man
Vixen
Big Sir
Major Disaster
Cluemaster
Clock King
The Creeper
G'Nort
Scarlet Skier
Moon Maiden
Lex Luthor
The Joker
Ocean Master
Mirror Master
Sinestro
Star Sapphire
Captain Cold
The Penguin
Two Face
Cheetah
L-Ron in Despero's body
Catwoman

Oh D'Oh "The Shark"... I wish I could remember anything else about it now.

So, we need a hero who then wasn't...Bah!

Ta-da! Changeling it is!

This was a world where Superman never debuted and metahumans were viewed with suspicion. The League had a very rough start.

Initial ten were Dr. Light, Power Girl, Fire, Taz, Shark, Flash, Dr. Polaris, Changeling, Metamorpho, Poison Ivy. Things fell apart, the first five went into hiding and the last five attacked the government. Dr. Polaris and Flash eventually turned against the other three, who tried to kill a lot of world leaders.

Superman, Beetle and Booster would join forces with the other seven to stop the three, and they formed a new Justice League.

Kind of interesting that "real" villains Shark and Dr. Polaris ended up as good guys, while Changeling and Metamorpho ended up as bad guys. Eh, Elseworlds.

Over to you thothy!

whew! I was just going through the Titans by that point. Changeling became Menagerie through Raven's demon seeds or something like that.

I think I've read the annual, picked up cheaply long after it came out. I recall Mr Sharky pants leaving the ocean and going onto a beach, changing along the way but still scary. Sort of like Senator Kelly in the X-Men movie now that I type that.

New question...soonish.

What does the Astro City Superman analogue, The Samaritan, dream of?

Right first time. Despite racing around the world saving things, he never gets to enjoy any of it. He dreams of soaring through the skies simply out of sheer pleasure.

Wow. He must be a really busy guy.

Reminds me of a time Superman said his best dream was, he could enjoy the day without having to rush around to do anything.

I remembered that from what I believe is the only issue of Astro City I've read!

New question:

What character had the address of 5252 78th Street?

And Fickles is correct!

This is the address of Jay Garrick as revealed in "Flash of Two Worlds!" when Barry Allen has to track him down in Keystone City.

I'm actually kind of surprised that no one at DC, to my knowledge, has made a big deal about the connection between the double 52s that play a role in the first story that introduce the multiverse and the 52 worlds of their current multiverse.

Continuing the speedstar motif, what was the name of the villain that generations of Flashes fought in the 1990 Flash Special, Mark Waid's very first Flash story?
