Ta-da! Changeling it is!
This was a world where Superman never debuted and metahumans were viewed with suspicion. The League had a very rough start.
Initial ten were Dr. Light, Power Girl, Fire, Taz, Shark, Flash, Dr. Polaris, Changeling, Metamorpho, Poison Ivy. Things fell apart, the first five went into hiding and the last five attacked the government. Dr. Polaris and Flash eventually turned against the other three, who tried to kill a lot of world leaders.
Superman, Beetle and Booster would join forces with the other seven to stop the three, and they formed a new Justice League.
Kind of interesting that "real" villains Shark and Dr. Polaris ended up as good guys, while Changeling and Metamorpho ended up as bad guys. Eh, Elseworlds.

whew! I was just going through the Titans by that point. Changeling became Menagerie through Raven's demon seeds or something like that.
I think I've read the annual, picked up cheaply long after it came out. I recall Mr Sharky pants leaving the ocean and going onto a beach, changing along the way but still scary. Sort of like Senator Kelly in the X-Men movie now that I type that.
