Thotkins has it! Ultra Boy was listed on the cover (complete with name, so you knew who it was) but he wasn't in the story. Instead, there was Shrinking Violet.
I had only read a couple of Legion stories when I saw this issue. I knew who Ultra Boy was (from the Curse of the Blood Crystals, one of the ones I had read) and so was disappointed that he wasn't in the story. I had no idea who Shrinking Violet was, and there were no clues about her name or powers from the story, as far as I remember.

Poor Violet, ignored on the sidebar again.
Was this during the phase where some Legionnaires went off to help RJ Brande rebuild his fortune, while others stayed behind? I was always fascinated as to why the Legionnaires who went chose to do so.

A Legionnaire is advertised to die when the Legion goes up against Deregon.
Five characters appear on the cover. But which additional two then appear in the roll call on the first page, adding a lot of tension to the story itself?

That's actually correct, but I just noticed that they dropped Saturn Girl between the cover and that panel, so it was actually one of your guesses and someone else I was thinking of.
So, the next question is yours, or you can take a guess on the one I was actually after.

I'd vote we continue to guess your intended character, especially since Timber Wolf was just a hasty guess I made once I realized Brainiac 5 had already been eliminated from contention. Plus I'm not sure Brin's presence in the roll call would have added a lot of tension to the story. (My thinking is that Shadow Lass adds tension because of the Adult Legion story)
So my new guess for the second character is Duo Damsel, since one of her triplicates had already died. I have a nagging feeling that she wasn't an active member at the time of this story, though.

That's the couple!
The tension of course arising form their relationship at the time. I seem to recall that Timberwolf was a bit of a possessive @ss in the issue. Ayla was one of those who infiltrated Deregon's organisation, and the writing made it seem to be a pretty dangerous operation.
But some of the tension was removed by knowing that she wouldn't be the one to die, as she wasn't on the cover.

Thanks, thothkins. I am little nervous, since this is my first time asking a question.
In Legionnaires #7 and #8, we see a pretty good percentage of New Earth's Legion sporting swimwear. But only one character wears a swimsuit in both issues, and only one character who appears in both issues never wears a swimsuit. Name those two characters.

#7 is probably on my short list of favorite issues of a Legion comic. It's a lot of fun, and Adam Hughes' art is really great.
You are correct that Saturn Girl appears in both issues, and does not wear a swimsuit in either!
But Inferno is not the character who wears a swimsuit in both issues.

Yeah, I love #7 too. The Legionnaires really came across as "normal" teens. I was a few years younger than they when the issue came out, and I could so relate!
Hmmm... well, only 8 Legionnaires went to Atlantis, so... for the Legionnaire who wears a swimsuit in both:
