Hmm...that's a tricky one to answer precisely, but I think it'd be most accurate to say that both appearances were in "Legion of Super-Heroes" comics

Not Elseworlds, and not an alternate reality story as you are thinking.
But by complete coincidence, both of his appearances are in stories that deal with alternate realities / timelines.
And in one of them, I guess his appearance does occur in what was basically an alternate timeline!
But it's nothing so extreme as what you're thinking of with an Elseworlds-type story.

I have found another appearance of the character, on a reasonably famous non-Legion cover! This would have been around the same time as the first Legion appearance I've been referring to.

That's it! Paul is visible at the Legion's celebrations in #300, and he's also at Garth & Imra's wedding. I also realized that he's on the cover of Superman vs. Muhammad Ali, which seems to be published around the same time at the wedding issue. Of course, he may have made other comic appearances that I'm not aware of.
I hope that picking someone like him wasn't "unfair" or anything - I wasn't trying to be annoying. Good guessing, IB.

No worries, Xben. Nicely done, this was a very challenging character to guess. But Paul (and other creators who've appeared in comic) are fair game! I honestly don't know if I would have guessed him if I hadn't done some Googling to identify who he(and other creators) were, though. I didn't even know what they looked like until seeing them in those issues!
