Shrinking Violet was no longer with the Legion after a dispute that Imsk had with hunting rights, I think.

Lightning Lad was the Legion leader in the scene, and is thus chairing the meeting where all of this is discussed.

Poor Garth, it had to be on his watch that the Legion blew up and bean infighting. Was he really leader at the time Blok joined?

I don't know when Lightning Lad became leader exactly - sometime after the Omega story in #250-251, but he was definitely leader by the time we got the Grimbor Chains the Earth story around #277 - which is also around when I started reading the series regularly. Blok joined, I think, in #272? And Ultra Boy is thought dead around the same time, something else that's referred to in the alternate story. So it's clearly around this time period that that alternate story breaks off of.

Ah, that explains Ultra Boy's absence. The Shrinking Violet absence is interesting though. Thanks for clarifying!
