Is it Marla Latham?

Indeed it is! When you think about it, Marla was one of the very first characters to appear in the Legion-verse, but he certainly hasn't seen all that much use over the years. As far as supporting characters go he's way below RJ Brande, Shvaughn Erin, Gigi Cusimano and even Rond Vidar in terms of usage.

Yeah, I have to admit that I totally blanked on him when I was trying to think of characters who'd visited Smallville!

He sure was absent for someone who's supposed to be the Legion's adult advisor!

"Imra, are you really going to go off on your own and form this conspiracy? Haven't you learned anything from Lightning Lad's death?"

You'd think they might have used him more in the reboot, but Brande himself ended up being so hands on with the team, I guess he wasn't really needed.

That's very true, although if I remember correctly Marla appeared more often after RJ Brande became UP Pres. Probably because RJ was tied up with presidential matters.

Legionnaires 35 (which was before RJ became Pres) uses him heavily, and he has a smattering of appearances during the Team 20/30 split.

I'd say that this character did not appear postboot, but this might be slightly debatable.
