Alas, nobody else has guessed I will confirm that your Thunder and Brainiac 5 guesses are correct. Brainy was at the Outpost doing chores while Thunder was with her family in the future.

Not sure which 2 you're referring to, but going back to my Hint 3:
Of the 7 who skipped the beach-fest...
2 just volunteered to watch over Legion HQ while someone else took his/her vacation leave
1 was on vacation with family
1 was on vacation and decided to visit a friend at the Outpost
1 was left guarding the Outpost and doing a lot of other chores besides
2 just declined to hang out with the crowd The two in patrol were together, and so were the two at Legion HQ. the one who wanted to visit the Outpost was there to visit Brainy.

If I got 5 out of the 7, I was hoping that the two remaining ones were together to make it easier to guess who they were. Looking at the clues...
Monitor duty - x2 Saturn Girl & Lightning Lad
Family vacation - Thunder
Visiting Outpost - ummm... Gates?
Outpost Chores - Brainy
Two declines - x2 Mon-El & Umbra
I can't picture Mon-El doing monitor duty, so I guess that the two on patrol are also the two declines - Shadow Lass/ Umbra & Mon-El/M'Onel.
I guess either Garth or Imra was in charge. Imra if it's close to the DnA run? So, perhaps duty gets them stuck at the monitors.

You have 5 right in this guess above You are correct that it was Gates visiting the Outpost, and you are correct that M'Onel and Umbra declined and were on patrol (it appeared like they declined because they simply didn't like crowds, and decided to go on patrol because they were on-duty). So that leaves the 2 on monitor duty.

So, two left and they are on monitor duty...
So, It's either Rokk and Jazmin (did they have a relationship in that run?)
Or, to save me another post, Tinya and Jo, although I thought it more likely that they would be at the beach.

It wasn't Rokk and Jazmin as their relationship began a couple of years after this particular issue It was indeed, Tinya and Jo! They only volunteered to take monitor duty so Imra could get away - and as Jo said, they only did it because their honeymoon had been interrupted anyway. (They made good use of their time alone in HQ though, as even Chuck and Tenzil had gone to the beach! I thought at first that this may have been when Tinya had gotten pregnant, although that would mean that her pregnancy period was quite a few months longer than our Earthlings' nine months).

When the Postboot Legion fought the Emerald Eye, three Legionnaires were able to shake off the Eye's possession while two others were independent-minded enough to fight (though not quite break) the Eye's influence. Name the 5 Legionnaires.* not counting Violet there, as she of course also rebelled against the Eye's influence

Saturn Girl XS M'onel Invisible Kid Ultra Boy Saturn Girl and M'Onel successfully broke free of the Eye's control. So we're looking at one more Legionnaire who broke free, and two who were able to resist enough to assert their independence (but not completely break free). Also, this would apply to such acts of defiance AFTER the Eye transformed them into the Emerald Legion, and not before.

Gates was indeed one of those who rebelled but didn't break free. The Eye's statement about imposing its will on all life made Gates remember his beliefs.
So we need 2 more Legionnaires.

You know me too well, Blacula Zoe was the second Legionnaire who rebelled against, but didn't quite overcome, the Eye's influence. So one more Legionnaire who was able to free himself/herself from the Eye!

Saturn Girl was freed when Apparition phased through her. After "broadcasting" the feeling of independent thought (yeah, don't ask me to explain how either); M'Onel and Brainiac 5 freed themselves.
Gates asserted himself (as expained above) by challenging the Eye's desire to impose its well on everyone. Before he could continue complaining though, Kinetix turned him into an egg and tried to steal the Eye's power from Violet (so she was still under the Eye's influence).
