Is everyone in the above picture actually parked? There's a breeze and some dust is getting kicked up.

Otherwise I'm not sure how he's keeping up with the mobsters and outrunning the police on a peddle bike. Perhaps it's a go slow day for the Police and Hoodlum unions.
