It does start off with him already as an adult Superman, so I can see why they didn't.
Are there any outstanding Superboy lawsuits outstanding as another factor?

Although, there were SuperMAN stories before where the teen Legion made an appearance (see Whatever Happened to the Man of Tomorrow, and that other "imaginary" story where Luthor succeeded in killing Superman).

I just think people generally link Superboy with the Legion more than with Superman. So they've kept it pretty tight. Also you can't overlook the sheer importance of some of those images, such as the modern Superman Red & Blue or him being "killed" compared to classic Superman villains or heritage.

To be fair, the only representation of the Justice League was the Superfriends cartoon. Plus, they had to fit in Superman appearances in all sorts of media.
In any case, still an awesome awesome cartoon!
