This sounds like it must be from way back in Adventure #377(?) In the prior issue 376(?) an intruder poisons some wine cups at Legion HQ and kills Supes, Luornu, Brainy, Jeckie, & Val (I think those were the victims)
I think Jo says those words as he leads his off planet team back into HQ and first sees some of his other teammates (who have already discovered the victims and captured "EggHead", the Seeron whom they think is to blame.)
Haven't read that issue in ages so I may have the actually characters all screwed up, but it sure does sound like a quote from that issue.

The quote is from Star Boy in Adventure # 342. He was just coming back from having killed Kenz Nuhor in violation of the Legion's code against killing, and his "buddies" were preparing to string him up. (OK, court martial him. Same difference.)
