Yeah, that's it. The Brain Globes of Rambat, of course, who were defeated ultimately by the Super-Pets. The brain of the genius Garf-Og was Jor-El's greatest prize or something, as discovered by Phantom Girl in that story with Proty's contest to determine the next Legion Leader. And the other guy was the criminal genius brain that Matter-Eater Lad and Triplicate Girl (as unlikely a team for a commando raid as I can imagine) were stealing when Lex Luthor saved them in his crazy bid to convince them that he was their friend.

I only actually knew about Rambat's Brain Globes, but since that was pretty much the only thing I did know about Rambat...  Now that you mention it though, I do remember the other two mentions! Which Legionnaire was said to look like a surfer dude?
