I agree. I think they use the book to help promote the cartoon (and they probably hope the cartoon will promote the comic thus creating exposure to other regular DC titles).
It seems there is always an "all-ages" book out to compliment whatever cartoon is out.

-heh- I guess this might mean that Gary and Scott will have to create yet another forum to discuss the "all ages" Legion title that is (probably) due to come out in conjunction with the cartoon?

I remember talking to Adam and his girlfriend about how they regreted having to rush through the coloring of his last Legion cover (Dream Girl being tied up boy Blue Devil). This one's nicely rendered.
