I don't think it'll be Inferno because she hasn't really been thought of as a Legionnaire for years, if she ever was. Even during the Team 20 storyline, she was kind of like a Shvaughn Erin-type supporting cast member, despite the fact that she wore a L* belt.
And since she's been in the 21st century for a while now, there's no reason she couldn't have joined the Titans at any time.

Well, the problem with the "Inferno was never really a Legionnaire" point is that it relies upon TPTB actually paying attention to silly details like that.
"Hey, wouldn't it be cool if had one of those Legionnaires join the Titans? Why don't you give us that big guy with his brains showing?"
"Uh... you mean Validus?
"Yeah, that's the one! He looks cool!"
"But he's not really a Legionnaire... he's kind of a villain, a member of the Fatal Five!"
"Like anyone can really keep track of all those Legionnaires anyway. Slap an "L" belt on 'em, we'll leave him in the 21st century as a Titan, and no one will no the difference!"

Ferro kind of embodies all of us fans who want to go to a magical future and actually fit in (even if it was a bit of a push to begin with).
Ferro's all heart. He's the greatest.
I know he's one of the more tragic heroes (preboot AND postboot) but that's part of what makes him interesting. Even when he fell out with Lu, you just know he didn't actually want to.
Ferro's the heart of the Legion every bit as much as Coz, for me.
