No way to know, but the ink drawing is the foundation for at least that panel in #4, so the artist is supposed to be Perez.

Even though the original would be somewhat bigger than the comic version, it's still a pretty small panel. He probably just had to really simplify.

If you're refering to the two girls I think you are, they're probably a couple of Triads.

Issue five: All legion members are Cargites separated at birth by the Time Trapper minions, the Luck Lords. This is how the three Legions came to be, predominantly.

ah - sorry about the confusion everybody. I wanted to put an image from the Legion book in with my blog post, but didn't want to spoil anything about issue 5, so I stole the little image from issue 4.

Everyone has moved heaven and earth to get issue 5 out - last I saw on the DC website it was due out the week at San Diego.

Just as an aside, and because I was thinking about San Diego, I'm going to be at the Hero Initiative booth on that Wednesday and drawing sketches of any Legionnaires anybody wants drawn for donations to the charity. It's for a good cause.
