Technically... you can't do that. I was an elected official of Legion World, not the LMBP. However, the position of Legion World Leader has been replaced by the Legion World Council. You, however, are LMBP Leader, and as such don't really have any governmental jurisdiction outside the LMBP Outpost, and any other LMBP-owned properties.

You DO have a position on the Legion World Council, however, so you can petition the Council to introduce new legislature. You just can't pass the laws yourself without the support of the Council.

So, basically, you can place statues in the Outpost if you'd like smile

Two classes of legislation - Primary and Secondary. Primary Legislation DOES require the full Council, but the awarding of Charters is Secondary Legislation, which I can pass without a vote laugh

Princess, check the rules before you start. I did that, and thus I know I can do this with my current powers laugh
