You DO have a position on the Legion World Council, however, so you can petition the Council to introduce new legislature. You just can't pass the laws yourself without the support of the Council. So, basically, you can place statues in the Outpost if you'd like

Primary Legislation DOES require the full Council, but the awarding of Charters is Secondary Legislation, which I can pass without a vote Princess, check the rules before you start.
