Possible first formation of the Science Police and a villian named Neutron who is bunches like Wildfire. Has Neutron been around or is he new?

Neutron is a pre-Crisis Superman villain and was even a card-carrying member of the Fearsome Five for a while, over in whichever Teen Titans series was happening at the time.
I was wondering if this character would ever make a comeback. Guess now he has. Good thing no one remembered him before Infinite Crisis or he probably would've been one of the many unceremonious casualties.
