Not fond of any of these. The first cover says "LSH" but only Superboy and Krypto are featured! The second one features Conner, a character I've never cared for, and the third one (sorry, folks) looks silly to me: a rabid Krypto? That's what we need.
I'll go with the second one because it at least features Mon-El. The artwork is also more natural and the colors warm and pleasing. (As a bonus, I just read most of Lo3W, and it's the first time I've liked Conner.)

I think McGuiness's cover's pretty bad-ass, personally. Maybe it's not the character's essence, but it certainly says, "don't piss off Krypto!" So 170 for me!

This one is pretty hard for me.
170-- what a terrifying cover. Can anyone spoil what happens within? I agree with CeeTee that it's badass.
697 is very sweet and just screams "Fall weather" to me, which I really like.
2-- Krypto and Superboy look so happy!
So it's down to the basics: Am I feeling badass, comforted by the arrival of fall weather, or happy feel-good?
For the record, I think all 3 covers do their jobs very well... they make me want to see what is happening inside.
But for my pick here, the arrival of fall trumps:
697 for the win!

I like the appearance of the Time Trapper in the Legionnaires 3 cover. There are no Legionnaires in the LSH cover.
I am picking Legionnaires #61. I like the composition better than the Legionnaires 3 cover. And it features more Legionnaires.

I'll echo Kent's sentiments regarding #5. It's also rather understated, which works in its favor.
But #61 stands out to me more for some reason, maybe because of the wacky vibe, so I'm going with it.
