From the comics and interviews I've read, here's what my mind has pieced together:
- There's a so-called "New Earth" that came out of Alexander Luthor's interference during "Infinite Crisis"
- "52" #52 said that the universe (or was it just Earth?) started vibrating itself into 52 duplicate universes/worlds with the abundant amount of energy created by the (re)unification (or somesuch "rationale")
- "52" #52 also said that the evolved Mr. Mind apparently "ate" temporal portions from each of the universes/worlds. I'm inferring that Mr. Mind's act will be the source of divergence for the 52 universes/worlds, resulting in the "differences" that once existed in the multiverse.
It's very likely that the WaK Legion (currently being published) exists on one Earth's future while the Levitz Legion (Dawnstar et al) in another Earth, the DnA Legion (with Shikari et al) can be found in another and quite possibly even the LoSH in the 31st century/cartoon version in another.
It's also possible that, with the intro of some concepts such as "Captain Atom in the Wildstorm Universe" and "The Bleed" from the Authority, even other DC-owned universes will now become part of the "52 universes/worlds multiverse".
So yeah, it's plausible that what we have is the reinstatement of previous Legion versions in this new multiverse (i.e. WaK Legion in Earth 52, Levitz Legion in Earth 5, etc) versus the team's reboots within the context of 1 universe (i.e. all those stories published before the Zero Hour wipeout doesn't isn't in-continuity blah blah).
I believe however that this JLA/JSA/LSH crossover is intended to highlight whatever "Countdown" is counting down to, and that the appearance of a Legion in this JLA/JSA crossover is actually to emphasize the fact that some characters from 1 or several of the 52 universes/Earths is crossing over to another (ala Duela Dent & Red Hood as mentioned in Countdown), and you have Monitors trying to figure that out.
Hope that made some sort of sense...

but also note as the monitors point out in the countdown previews over on Newsarama that people like Jason Todd, Donna Troy, Ion and Nightwing aren't supposed to exist in any universe and somehow break continuity and do. So theoretically these legionaires may have been moving throught time in the middle of a reboot and are stranded and worldless. It looks like they will be around a long time as Karate kid is one of the main characters in Countdown. and Starman stays with the JSA for at least a few issues after the crossover ends. (also on the monitor screen we have WaK Brainy and cham and some strange guy while in the July solicit for SLoSH we have Cham and Brainy and Supergirl...any significance? maybe it's a scene from an upcoming ish?)

I saw it as they shouldn't be on this new Earth. Donna was already told by a Monitor that she not Jade was supposed to die on the space mission in IC. Ion was to be the GL of Earth 8 and Jason Todd came back because of SB Prime. These characters do exist, just not in this New Earth.

Did anyone else notice that the Despero was the Despero of old? Not the mohawk fin Despero? Unless he changed back and I did not hear about it, I think this is a sign of the New Earth being Earth "1" the Siler Age earth...or maybe not. I can't really speculate at this point because I have no idea what is going to happen, but I like the characterization of the Legion in the crossover better than in the Legion's own book. Timber Wolf rocked! I hope this version does stick around...

Nice, that preview above also showed Blok, Element Lad in his pink and black costume and Sensor! (Who was definitely a post-Vals-death thing, so some sort of Val-not-dead retconnage seems to be in the works...)

Hmm... if Color Kid never changed that cloud of kryptonite to blue k, not only would Superman be unable to return, but the 31st century Earth would be vulnerable to Bizarro Invasion!

"No, we were Legion" So it seems we can rule out Brainy, LL, SG and Cos as the 7th Legionnaire and the object of their mission. So, what other Legionnaire or person affiliated with them would be important enough for them to travel back in time to revive? I can think of three that could logically be in the 21st century. Kara, Lar, and RJ Brande. Since Lar was reintroduced into this continuity in the Action Annual a few months ago, I'm not certain how this could possibly be him unless he died from lead poising before Kal could put him into the phantom zone and they are coming back to "fix" the past. RJ would certainly be important enough to cause these Legionnaires to go on a suicide run. If he doesn't survive into the 31st Century, there is no one to bring together & finance the Legion at it's birth. We know that a second Kara appears on the scene in the next issue of Supergirl. From the previews I've seen, it looks like she wears the same outfit as the Kara that died in Crisis. Could the real Supergirl be about to make a come back in the new DCU? And the fact that Brainy is the driving force behind this mission lends credence to this possibility. My bet at this point is that it's most likely Kara.

What's happened to his name."Add the remark last issue about an unknown being in the future "at the height of his power" and their 31st century doesn't look very rosy. I'm just guessing it's Darkseid who's busting their chops because he's supposed to be a big deal in Countdown. It could be somebody else.

It's the "what's happened to his name" part that's important I think. The future is dangerous for Superman because he's universally despised or viewed as some kind of villain. I'm expecting they are here to change whatever event that Superman (probably inadvertently) causes. This leads credence to the idea that Kal-L probably needs to be revived to set things straight.
