Reflecto's brother, Rejecto! He has the powers of everybody ever rejected from the Legion. He wants to become a Legionnaire so he can reject more applicants and get more powers!

I think someone who could split into beings with different mental powers (like pyrokinesis) would be interesting. A combination of Legion (Marvel) Triplicate Girl.

I love the Kid Cthulhu idea.

It is clear that we would all like to see more Legionnaires and more original characters.

I would like to see the Legion re-structured to make this possible.

I imagine the Legion segregated into four groups:

Group 1: the Legion Advisors
These are former Legionnaires who have gone on with their lives, but who still support the Legion proper. They would be portrayed in their mid-thirties. This would consist of:
Cosmic Boy, Lightning Lad, and Saturn Girl, as well as Bouncing Boy, Brainiac 5, Chameleon Boy, Colossal Boy, Dream Girl, Duplicate Girl, Element Lad, Lightning Lass, Matter-Eater Lad, Mon-El, Night Girl, Phantom Girl, Polar Boy, Sensor Girl, Shadow Lass, Shrinking Violet, Starman, Sun Boy, Timber Wolf, Ultra Boy and Blok and the White Witch

Group Two: the Old Guard.
These are current Legionnaires, harking back to the tail-end of what we consider the "classic" Legion. They would be portrayed in their mid-twenties, actively training the "New Guard" behind them. These would include:
Chameleon Girl, Dawnstar, Earth-Man, Invisible Kid II, Quislet, Tellus, Tyroc, and WildFire
and possibly Jed [Power Boy] Rikane, Lamprey, Laurel [Manhunter] Kent, NightWind, the Westerner, that little gremlinny guy, those two weird fishy-things, and there were probably some other Legion Academy members who would be interesting.

Blok and the White Witch are a special case: although as young as some of the Old Guard, they have retired from the Legion per se, and exist in the same class as the other Legion Advisors.

Group Three: The New Guard.
These are the newest Legionnaires, portrayed as teen-agers, just learning to use their powers.
Perhaps Andromeda [Laurel Gand], Catspaw, Computo [Danielle Foccart], DevilFish, Dragonmage, Dream Boy, Gates, Gazelle, Gear, Karate Kid II, Kinetix, Monstress, Neon, Reflex, Sensor, Theena, Thunder, Turtle, XS
or other, brand-new characters such as we all long for.

Group Four: The All-New Legion Academy, slightly younger than the New Guard, with high turnover, either moving out of the Academy into the Legion proper, or out into "private" super-heroing, or super-villainy. A permanent Legion Tryouts, including possibly:
Proty 3, Yorozu Kochou, ICB002 , Paraceratherium Pete , and the Sigellian Kid .

Next time we have a DC/Marvel crossover, I want it to take place in the Hostessverse

While I'd love to see a new guard, and the older members (particularly the Founders and Brainy) move aside, I fear that the writers can't handle any sort of progression of character.

Dick Grayson *finally* escaped being Robin, Batman's wisecracking teen sidekick, and became his own character, and Dan Didio plots every year to kill him for the audacity of growing as a character.

I fear that if new Legionnaires joined the team, they'd disappear in the next editorially-mandated reboot, and join Shikari and Gear and Kid Quantum 2 and Dream Boy and Gazelle and Theena in limbo. The Teen Titans have to keep dying off, because any development on their part gets in the way of the adventures of their 'adult' counterparts. Wally (and Bart) are in Barry's way. Kyle (and John) are in Hal's way. Ryan was in Ray's way.

If a new squad of Legionnaires, possibly including Danielle Foccart or teen Graym joined the team, they'd just be 'in the way' the next time Garth, Imra, Rokk, Brainy, etc. were editorially required to step back to the forefront.

And then Superboy Prime or Black Adam or Deathstroke or Prometheus would have to show up and start cutting their heads off, since that's how DC deals with young heroes who are in the way of the classic heroes...

You say that as if those are both the same thing, which they're not. Reboots are pretty much the only reason new characters have disappeared. They haven't been disappearing because they get in the way of the adults at all.

OK, sorry, I was imagining that there might be talented writers with a respect for the rich history of the Legion in all its incarnations assigned to the comic.

Forgot for a moment which universe I was living in.

Sorry to rain on the parade, like I said, I'd love to see a book focussing on a next generation Legion.

Then again, I've always been a fan of next generations. I liked New Mutants more than the X-Men, I liked Teen Titans more than the Justice League.

Heck, I wouldn't mind seeing a 'Legion of One World' title that gathered together the time-tossed characters that only existed in a single of the three main 'boots', such as Kid Quantum 2, Chemical King and Gazelle, and formed a whacky team out of them.

Anyone that has a duplicate, like Chameleon Boy, Dream Girl or Lightning Lad, would be ineligible, but there's be room for Tellus and Kinetix and Theena!

I agree with Set; I would love to see the Legion naturally evolve to the point where we see a next generation of heroes. Part of the reason I loved V4 so much was that it took so many liberties with the status quo with the 5 years later rationalisation. It derailed in the end (funnily enough when they tried to jettison all the maturity the title had to squish it back into a more straightforward superhero mold again), but for a while it was pretty amazing IMO...

Ultimately though, new characters are generally considered as cannon fodder once someone wants to use the iconic team again.

Using Marvel as an example, the X-Universe is positively littered with the corpses of interesting new characters. The Avengers have had over 50 characters throughout their history, but it's always the same dozen or so that end up being the core of the team (or that has been true until Bendis radically changed what the Avengers are anyway). Replacements in the Fantastic Four never last.

In DC, we have the Titans which has the highest fatality rate of any superhero team pretty much ever. The Doom Patrol after years is now back to being who they were when they started. The JLA always falters until it winds back to being the Big 7 or the Satellite era team....and now we have the Legion of Superheroes, which in various incarnations has only ever duplicated the iconic members. Archie Legion had no Tellus or Quislet, 3boot Legion had no Kid Quantum or Kent Shakespeare, and I doubt very much this current incarnation of the Legion will ever have a Dream Boy or a Kinetix. I'm actually surprised that Gates and XS are still allowed to hang around.

It's certainly possible to write a naturally evolving and changing team, I just think mainstream comics are more scared to try a new thing when they know they've already got something they can rely on...
